Mexico to take second shot at $500K grant

MEXICO -- By this Friday, the town will inform the state that they intend to file an application in the 2012 Community Development Block Grant's Public Infrastructure Program.

At their Jan. 10 meeting, the Board of Selectmen have approval for Town Manager John Madigan to send a letter of intent to apply for a grant for up to $500,000 for the installation of new water and sewer lines on South Main and Alder streets.

By that time, Madigan said they will have the final drawings for engineering as well as up to date cost estimates and breakdown figured. The application deadline in March 4. In between, there will be a public hearing.

The money would be used in conjunction with road improvements on those streets. Work on the sewer and water lines are needed before road construction can begin. In November 2009, the town borrowed $2.2 million through bonds for road improvements and has improved several sections of roads in town. The town's application was turned down in the last round as the state had 15 applications totalling $7 million, and they had $2.2 million to give out. They awarded six projects.

Madigan said a CDBG representative informed the town they could submit the same application and also told him how the application could be improved.

Part of the work to submit the last application was interviewing people in the 62 residences on those three streets. It was determined that the majority of people in these residences met the criteria for low and moderate income, a criteria for the grant monies.

In other business, during the review of the monthly town budget, Selectman Reggie Arsenault asked about the Mexico Recreation Department and the cost accrued in improving the gym.

Madigan said he learned that the town should be receiving a $10,000 check from the Marshall L. and Ruth-Anne Gibson Municipal Charitable Program to help cover the costs. He also said the new basketball program would be bringing in money in February.

Recreation director Wayne Sevigny has repainted the gym, reopened the boarded-up balcony and repaired the basketball backboards for the program.

Selectmen approved a hawkers/peddlers license renewal for John Ellis.

Starting this Thursday or Friday, Ellis said he will be setting up on the River Road, below Region 9 at the old Morrison Motors building site, where he will be selling seafood and quilts.

Madigan informed the board that construction work on Backkingdom Road ended for the season right after Christmas. He said due to good weather, the crews were able to dig 200 to 225 feet a day until frost set in.

The board also discussed savings in the public works department with lack of snow. Madigan said the town trucks were still needed for spreading sand and salt but the budget for the department was in good shape because there was no need to plow.

Madigan also announced this is the beginning of his eighth year as town manager here, the "longest I've been in any one town."

"It's really done by fast. I've enjoyed every part of it," he noted.

Madigan has also served as town manager for Monson, Eastport, Rumford and for a brief time, Dixfield.
